Are these Smithsonian 1861 Confederate cent restrikes considered to be 'Proof' grade?

About 5 years ago I bought this tube of (60) Smithsonian 150th anniversary silver restrikes of the 1861 CSA 1 cent piece. '. I have done some online research to get a general idea of their value, but all that i can find are examples that have been graded by NGC and encased, or are part of a proof set...no loose coins to be found. I'm not a collector, as much as a hunter, so I am not sure if these are considered to be 'proof' before being graded. They have the cameo finish, but no indication of their grade.
Are they considered to be proof??

"Proof" is not a grade. Rather, it is a term to describe a strike with frosted devices and mirrored fields. Within the strike, you can have varying grades. A flawless proof will carry a PF-70 grade. The slightest imperfection will net a PF-69. With varying imperfections, the grade can range from PF-68 - PF-60. If you had a modern coin that received a grade of PF-65 and lower, it would look like hot garbage. The lower PF grades are pertinent in older issues where coins are considered rare.

Thank you much for that explanation. I take it that they are ungraded proofs.

The dude just asked for some advice on some beautiful coins, not a history lesson.
normaly a proof comes right out of the die's and into individual packaging and were never meant to be touched.
My advice get them out of that tube, they will ruin each other.
