Areas to Detector without Permission

I live in Flagstaff AZ. I've been searching all the sites concerning metal detecting in this area. I understand getting permission from private land owners; found State Trust Land you cannot use metal detectors. Everything seems to say you need permission (I can understand why) or you it says Metal Detectors not allowed to be used etc.

Besides your own property, what can you detect without a permission slip? Local Park? Soccer fields? School yards? Along the side of a road? How about in back of a Mall?

A friend and I drove all around AZ and NM some years back, hitting various parks, schools, ruins out on country roads, etc.... and never had any problems.
