best way to clean a old boy scout tie clasp?

Not really sure how old this is but would like to try and clean it up with out damaging it. I have not tried to clean it yet (not even with soap and water :dontknow:).

Thanks guy's, I will clean with mild soap and maybe some brass cleamer after that. I just don't want to remove the blue paint or what I assume is paint.
