I believe that the best course is to do the research and calculation of costs for certification and grading plus the initial costs of purchases to find the coins one would benefit from most versus selling the Mint and Proof Sets complete. The PCGS Price Guide PCGS Coin Price Guide: The Industry Standard for US Coin Values would be the best to use as the prices they show, are generally the values for coins that are certified and graded by them. Of course, one would want to become very good and knowledgeable on grading coins as you would not want to break out MS-66 or PF-66 coins thinking that they are MS-69/70 or PF-69/70 to have them graded, only to find out later that the certification and grading costs were 4 or 5 times more than the actual value of the coins even if they are certified and graded.

There is potential there with early 60's Cameo/Deep cameo coins, if you are lucky enough to find one in a set. Those carry a nice premium even if you only get a 65 grade. Otherwise I think there is a limited market for high end common date proofs - prob not worth the time/$/risk of submitting those. But cameo coins are definitely worth submitting.
