Buckle ? Part of a two piece

Found along with other civil war items. Its concave, about the size of a half dollar and made of copper. Looks as if its missing a piece on the right side maybe a strap connection. This is why I thought it could be part of a two piece buckle. The anchor similar to that on the state of Maine buttons.

Offhand, I don't recognize it. If it is a disc from two-piece plate, it may be of foreign origin or simply a stock naval/maritime trades pattern.

After staring a while longer, it does apear to be an anchor with a rope. Sorry for the wrong ID on the last post.
