Bulldog watch fob??? I need help...can't figure out what this is

I found this some time ago in northern CA and have never been able to find it's origins? I found it in a very old dump and thought perhaps it was an old watch fob.
I was hopng someone on here could tell me and give a few more ideas about where it may be from or what exactley it may be?
