1994 D quarter it looks to be double die but I cant find anything on it can someone help me?

Not really able to tell because the images are blurry when trying to enlarge them.
But it is looking more like Die Deterioration Doubling.
Do you see any notching at the corners of the letters?

It's caused by an overused die.
