It's a candelabra. It's decorative. By the photo it looks brass.

I see these at garage sales all the time. Even purchased a few over the years. Neat but not valuable.

I think it may be the incandescent lighting that makes them appear brass. I think they are silver plated. If not then they could be bronzed spelter. Probably mid century or later. Better if you had a pair. Modest decorative value.
