Chalcedony Thumbnail Scraper? (Pacific NW)

Found this in a recently drying stream bed near Ellensburg, Kittitas Co, Washington State. The area is known for its chalcedony, agates, & crystal quartz, as well as its Native American Indians.

Does chalcedony flake from its host rock like this, or are those knapp markings & a beveled edge custom for detail scraping on hide?
