Looks like one of the presidential series tokens put out by Shell Oil Company in the late 1960s and '70s. You'd receive one or more tokens depending on the quantity of gasoline you purchased. Some tokens were Instant Winners; like $5 buck or extra tokens.

Could also be a cereal or crackerjack token. 
They made similar tokens, not worth a lot but still cool to find !!
