OK here is the deal I read in another post (about an old key in the what is it forum)where there was a discrepancy over what "turn of the century" is supposed to mean when referring to antiques. My interpretation has always been 1890 to 1910 or so. Some seem to think it is the entire nineteenth century. Which is correct???

It is the "turn" of the century, that is turning from one century into the next, so you are correct.
