Extra quality I believe is civil war, yours is in very nice condition, I also have the same buttons one civil war,and one post civil war congrats brother....

That is a NY coat button. It would have been worn by a NY Staff Officer. It is made by Scovill company. State seal buttons were generally worn by the officers, where as the soldiers typically wore eagle buttons or specialized (i.e artillery, infantry etc.) or even plain flat buttons. Many times it depended on the resources at hand.
