Civil war related tags

I dug up these tags at a popular recreational area between 1870 and 1915 in central Illinois along with a 1906 barber dime an old antique brooch and an old toy revolver. I dug the first tag separate (15' away) from the other three which were still connected together by little brass rings. The first tag I dug obviously was originally attached to the bottom of the other three tags. If anyone looking knows whether these were military issue, GAR, or from some other fraternal CW organization any information would be appreciated! Thanks and good luck to all.
The 1st tag reads;"CO.A", the next;"55" , the next; " ILLINOIS ", and the fourth; "VOL. INF."

Here's a list of the soldiers in Company A of the 55th Illinois Infantry Regiment. Maybe you could somehow trace it back to the owner if you could find out who lived at the location where you found it. http://civilwar.illinoisgenweb.org/r100/055-a-in.html
I have 1871 & 1895 platts plus an 1879 history of Fulton Co. W / all 55th inf. Volunteers . Four of 60 or 80i or so volunteers lived within a mile of the prop in which I found the tags. My question is ... Who issued the tags ??? Thanks for your yoemans work I appreciate your time & toil . Thanks Ekeisler
