Glazed clay is wrong for the type of artifact, so it isn't ancient.

Normally they are simple fakes designed to separate collectors from their money, but I actually think you were correct to write souvenir. I think it's from a musuem in Ohio that houses many of the authentic Hopewell pipes. They currently sell resin copies of pipes, but back in the 70's they sold glazed clay effigies like yours. You see them floating around in many collections.
