Nice finds, I found one of those tokens with Rossevelt on it. They are pretty neet tokens, and I've seen a few other different ones on here, of other presidents.

I think those tokens are Cracker Jack prizes. If you read more carefully the token says "SUPPORTED NAVY" not "SUPPORTED BY". The Navy Treaty that Hoover supported, I think, was the London Naval Treaty, an agreement between the United Kingdom, Japan, France, Italy and the United States, signed on April 22, 1930, which regulated submarine warfare and limited military shipbuilding.

Cool finds. I found one of those presidential tokens at about 8" deep a few months ago. Mine was of Grover Cleveland.
Stuff like that is always great to dig up.
