If that was found in the Las Vegas area, I would say that it very much resembles large crinoids locally common in either the Mississippia Monte Cristo Limestone, or the upper Mississpian through early Permian Bird Spring Formation--although both geologic rock formations also occur on the eastern Mojave Desert, California, as well, one must observe.
