Characters are chosen by personal preference of those viewed.(Readers/fans).
Some are affected by difficulty of costume as there are some participants who go all out in acquiring such.
Though those who impress some are the do it your self creators of costumes rather than those who basically buy their way along.
Some things are not available and crativity ranks well.
Convention hosts take note and while some are detached from the passion(as much as others understand all angles) of most participants can offer tickets to another event or similar actions and there are contests for recognition and participants who are not there for contests..
By the same token , (while it's not my interest in participating in a a Comic Con any way) I don't think/ I doubt , any one is required to even wear a costume.

I know some one who is into Cons though and it is an interesting diversion and brings out another side to a normally quiet personality.
Whether from the environment , or from the anonymity of an persona role played , or the theatrical aspect... I don't try to determine.
I liken it to "Trekkie's" sort of and leave it at that , for their sake's more than mine.

I've always loved theatrics and "being into" the role that you are playing, whether it is a stage performance, a Con Fest, or projecting the personae that a potential employer desires.....

When I worked at the University of Kansas Medical Center,
I was allowed to paint characters on my co-workers lockers...

I used "Testor" model paints....

Looking for the pictures now!
