Can we see the other side. creekhunter may be correct. It has the look of a Scraper or Chopper. You can see the percussion bulb at the bottom where it was struck from the parent core and it does appear to be worked along the top edge.

Looks like a simple bi-face scraper to me if he means two inches long instead of tall.
