I have tried (with little sucess) boocoo.com
just not enough buyers
I just did search for "silver scrap" and got 2 hits and on feebay 3528

Unfortunately, feebay is still the best out there for the most part. Etsy is not too bad, but it is limited as to what you can sell and it's not an auction format.
