CW Button? Need Help. (Updated: Is this is?)

I was going through some old finds and came across this button. At first, I thought it was the back of a button similar to my avatar but now I see what looks like a man standing on a wreath an maybe a column or tree behind him. It also seems to have a backmark but I can't read it.

Does anyone recognize this button?

Update: Is BuckleBoy correct that it may be an Indiana State Seal button? See pic I found.

The figures with the arms raised remind of the New Hampshire style buttons. I have looked through my Tice guide and did not see one that matched. I will try and look more. Very interesting.

Now that's a Puzzler! Looks similiar to an Indiana State Seal to me.

Now it is bothering me I swear I have seen that scene somewhere!!! Like Indians standing on the shore of a large river with a boat going by or something. Argg. Well, it works in your favor to have people stumped! Someone will figure it out.
