The one on the left I found a couple of days ago and the one on the right about 20 minutes ago ... Does the tokens mean whoever lived here in the 30's did are did not pay his taxes?

No, it was meant to pay the tax on purchases. When taxes were new, you could still buy things for a penny or two. This meant either the store or the customer got screwed on the partial tax. Thats what these were for, to pay that partial cent tax. Many states gave them to the elderly as an early form of tax relief.

Here in Missouri the early ones were metal then went to plastic. Green for one cent and red for 5 cents I think. I think they called them "mills". Good luck.
