It is hard to say if that is a Die Crack, a Die Gouge or evidence of a Die Clash but nice find. That along with the Railroad Rim from being struck partially out of the Collar, makes it even nicer.
Sorry to say but no! There are collectors of these types of errors but most of these types of Error Coins have very little value above face. If the Die Gouge (and I feel that PetesPocket55 is correct) traveled across most if not the entire Obverse of the coin or there were additional lengthy Die Gouges or other errors on the coin, then the value would be boosted well above the coin's face value but these would have to be significant to warrant the cost of certification and grading.
I totally agree with Huntsman about the value.
Interesting coins like this one usually hold more value to the person finding them than the commercial market.
But the more severe the mint error is the more interest others will have in it, and of course be worth more.
