Since it won't snap on to the second hole it's always a little loose at the top. Do I have the top on backwards?

I just figured it out, as yours is a straight rod. Looks like you need to bore the hole a little larger?

something does not look right to me ...maybe you do have it backwards . I would not drill any holes

Not sure if this may help you are not I put mine in the first Yours looks the it is in the second

From Manual
The spring clip must be engaged in the FIRST stem opening in order to maintain battery compartment access. Hand-tighten the camlock collar. Do not overtighten!

And I have to dislodge it to take out the batterys.

If you have to dislodge to change the batteries, something is definitely not on right. I would gather that you have something "upside down" or backwards.
Disassemble and try again. You will get it right!

I turned it right side up and the top is tight now but the bottom cap won't go on but it's snug. I just left it like that for now.

The large hole is for the inner cam lock collar, it snaps into the larger hole.
