I agree it does'nt look to be or have ever been functional. Just decorative is deffinetly what this apears to be.

What made me think it might have been used at some time is that it looks like the fuse hole has been spiked.

Modern decorator cannon, never meant to shoot even as a signal piece. Hope you didn't give a lot for it unless you like such things for decor.
