Dog Tax?

Hey guys I found one of these at a old homestead by my house I've never found one so I don't know the history anybody know about them

Similar to todays dog tags, youd pay a tax for having a dog ( because the government needs part of everything) and you got the tag as proof you paid the tax, if found a few the past cpl years
