Dug button identification

[Travesty]

I dug this button a few weeks ago and had to soak it for a few weeks to reveal the gilt and image on it. On the top it looks like M.F.G. CO and the bottom says Baltimore. There is a building in the center. I have searched everywhere for both military and civilian buttons and found nothing matching this. Does anyone have an idea what it is?
