Lots of city parks old enough to give up some silver. (check w- city hall first) The older ones will be on the east side of the mountain.

Don't take a metal detector onto Ft Bliss property. Dig carefully, A lot of the newer parts of the city to the north of Montana used to be live firing ranges.

School playgrounds in the summer. (No grass to mess up, or worry about)

There was some gold mined around there in the past. The main problem is access. Almost everything is private property, so permission must be sought.

I am mainly more familiar with the east side. I was raised in the Eastwood Heights area, and moved to Sierra Blanca.
You might try vacant commercial lots, in the small towns east, Ysletta, Ft. Hancock, etc. Most older stores had wooden floors, and any coins dropped stood a good chance of landing on the ground under the floorboards.
