Probably, Mike, but some of the "smart" chargers may not, or may require a battery in parallel to fool them into working. It also doesn't have to be 12v. Any voltage sufficient to make the current flow through the electrolyte, in this case water, will work. But, the higher the voltage, the higher the current and that increases the speed of the action.

As Jim suggests laptop chargers today typically supply Lithium batteries and circuitry to prevent charging in the event of a short. Depending on how big your project is any simple 12vdc charger will work and they are cheap so if it goes out you can get another. Good Will or junk shops might have a derth of them :) For big projects old car chargers work well.

On simple chargers the placard on the charger will tell you the output rating, A or mA and voltage. Car chargers as well.
