is there any restrictions on the type of equipment such as suction dredges that you can use if you subcontract with the Fishers on the 1715 fleet area

Most of the restrictions come from the Florida Dept. of Environmental Protection and the Army COE. Mailboxes and deflector plates may soon be a thing of the past if you look at what other states are doing. Suction dredges and airlifts are OK on Fisher sites as far as I know. Regardless, I would call and talk to Morgan at the Sebastian, FL office before moving forward.
