It does that depending on how you insert it. That's the way it's always been as far as I know.
If I click the image icon in the WYSIWYG editor and upload a photo, it inserts it inline in the post, like my post above.

But it wont show the full photo in the post unless I tell the editor to show it in the post with the IMG tag.

I have been searching for a way to fix this and I haven't had any luck... in addition, I can't find anything to tweak/enable/disable to "fix" the problem, and the software is so far out of date they no longer support it.

Must have something to do with moving to new server, it started afterwards.
