So here is the definiton of a Mint error from NGC: Mint Error - coins with major mint errors as a result of human or mechanical error during manufacturing.
That being said, you need to do the following; 1. go to the NGC website 2. Select the NGC Research drop down tab 3. Select Variety Plus from the drop down 4. Find your coin by peny type and date. IF it's not listed, they will not grade it as a mint error. I found this out the hardway when I sent in a 1920 Double dated Dime. I paid $15 buck for the mint error grading and they returned it saying it wasn't a recognized mint error by their standards.
