it was to prevent bootleg wiskey makers from pouring their home made booze into the bottles or other "legit" liquier companys from reusing the bottles - and filling them with "untaxed" liquier . --booze bottles were to be one use only by federal law.--bottles marked this way are from a certain tiime frame.

yes that bottle you posted is 7.5 inches tall while this is 11 inches tall!!!!!!!!!!!!

Owens-Illinois bottle dated 1940 (date to right of diamonded "IO"). Plant number is to the left (56) but I don't recognize that number..
