Is it whole or is it damaged along the bottom?

If it's whole then it's a really nice Effigy Pendant that resembles a dolphin. Even if it's broken it's a really nice piece. Very cool find.

I don't think its broken, bottom side looks like it was shaped. Both sides of stone are almost identical.

I'd say it's an Dolphin Effigy Pendant then if it's a whole piece. Very nice find. You might want to keep a good eye on the site this came from for other jewelry items. There may very well be Beads and other Pendants in the area. They used a lot of Abalone Shell out your way so make sure you check every piece of that you see.
