I don’t think so. I think that is a lasso. If you notice he also has a small loop his left hand.

And while a cowboy may lasso a horse – I’m not sure he would lasso a laden pack mule.

Looks to be from the same piece of jewelry, i.e., two brooches connected by the "rope". Does not look like they were toys. IMHO. Very interesting find, congratulations! Sub 8-)
