It isn't a fossil. Your item looks similar to hardened (clay or mud) rock infused with calcite crystals. There are a lot of this type of material in my area.

Definitely not a quartz nodule. Looks like a fine-grained sandstone or mudstone to my eye, though it contains no obvious paleontologic material. Too, I agree with old digger--looks like calcite crystals are present.
