I know this should go to WHAT IS IT ? forum but I'm a beach hunter and I'm goin' to you guys first....:)
The blue light comes on every couple of hours, stays steady and then blinks for 10 seconds. It's weird. Took the top part off, it's threaded on, no access to a battery?
What do you think?

Interesting find.
Does it float?
Maybe some kind of tag to track marines animals?
The light coming signals is transmitting tracking data?
NSA device... 8-)

I am thinking it looks like a radio/gps tag for scientific research of sea animals.

Definitely looks like an electric ciggy here is a picture of my better halves, the lower half with the button is the atomizer and the canister screws in with liquid being heated for vapor.

I found one of the old analog left handed cigarettes a few months ago. What a good signal it had at a foot down in the wet sand.
