Yes - an exceedingly common coin which turns up all the time across Europe. Even in perfect condition it has virtually no value and would go in my 10p tub. The huge number made combined with the very low collectability of modern French coins means it is unlikely ever to be worth more - even if the French one day return to the Franc!

The 17 cent value may come from the exchange rate at the time of conversion to the euro which was 6.55 francs to 1 euro. However, French francs are no longer redeemable for euros, so pretty much just worth the melt value of nickel at this point. There is a place in Philly that does pay money for all the pre-Euro currencies, obviously not worth sending one coin in but may be worth it if you have a lot of them at some point.
