GAR Encampment Medal found, Need info

Found this today, it reads "New York State Department GAR 64th Annual Encampment June 4, 5, 6, 1930". It has the NYS seal inside a 5 point star 1861-1865, flanked by a weath and the US stars & stripes. I know very little about these medals, and any information would be appreciated.
This medal was found at a pre-Civil War homestead in which I have already found a large cent, a croatal bell, 3 Indian cents, 8 silvers and a lot of early wheats.

I too thought it might be a watch fob, based on its design. I was just wondering if anyone in Treasurenet land might specialize in collecting these and would be able to provide some expertise on this item.
