It's safe to say neither axe nor banner stone. It's a natural rock. Google both artifacts you mention.

Welcome to tnet! Your rock specimen is is what naturally occurs when small rock is water eroded in a river or stream. There are two different types of rock in your specimen. The white layer is a layer of quartz between a harder layer of metamorphic rock. The quartz layer will erode away quicker than the other. It is not a Indian artifact.
