This issue comes up from time to time. To my limited knowledge, there are no known examples of a Walker with both obverse and reverse mint marks. There are, however, innumerable examples of counterfeit Walkers with both obverse and reverse mint marks. My conclusion: The coin described is a counterfeit.

Time for more coffee.
