That's not an Indian marker. Look at it turned the other way. It a Priest

Looking at it the other way it points northwest. There are other rocks in that area too

Looks like the notches might have been cut out, and kind of resembles an arrowhead, which could be a directional marker. Is it sandstone, or limestone? Both are soft rocks and easy to cut. You might want to clean the moss off the top and see if there are any markings beneath it. The scar on the tree would be pretty recent, looks like tulip tree to me and they are fast growing. The other rocks, though peculiar, I believe are worn by water flowing over them. Good luck!
