Found this about 2 inches under a curb strip in Windsor, Ontario. Any idea what the "16" counterstamp is about?

Hi ezod. I have the same coin with the hole but no stamp. Don’t know why it would be stamped. Congrats on the find.

I agree with lots of the previous comments. What you have there is an impromptu, frugal, and ersatz fob or check. It could be for tools, it could be for a room key.
