Yes. Technically in the water up to the toe of the dune. I've detected there many times. Once, as I recently posted, I was a little further from the beach than I probably should have been and a park ranger came by in a golf cart. He just smiled and waved as he drove by.

Allegedly, coins wash up at the south end by the dog beach, but I've never found anything but clad and beer cans.

Haha it’s because they are deeper than any detector reach for gold and silver coins .but my gold only locator will find them all haha

Yes, but not in the waters within the State Park Boundaries.
The Park did a renourishment a couple of years back and buried everything under a few feet of sand.
However, I did find something like this before that. My coin was barely legible.
