how would you grade this

It is a Proof 1963 Quarter PF 63 or better can not tell by the photo real well to give it a higher Grade the coin needs to be in hand , there areonly a few people I know who can photograph a coin good enough to grade by, I am not one of them unfortunately. I see a little bit of frosting on the reverse. Typical for this year, also typical is to have a weak strike.

I grade it whizzed, it just doesn't look right. May just be the picture, but I think the coin was "played" with.

sorry for the delay. that is just the reflection. i looked and there are scratches anywhere on the coin
