I.D Help

I found this strange rock in Washington, it is blue. It has some grey on the bottom, and on the top it has little yellow crystals. The odd thing is, it floats in water as you can see in the picture. I would like to know what it is, is it rare, or is it so worthless that no one cares to write about it. Any help will be appreciated, thanks.

İt is not rock, waste material synthetic,like some dye,play dough,plastic etc.

Clearer pictures would also help a lot. I can't even read the writing on the scale quarter.
