Looks like a really cool stream worn fossil conglomerate! Don't think it is a mortar, but I am not an expert.

I always heard to look for swirl marks.would be a really nice one if it is,either way it is nice fossil!

Looks like a bigger fossil eroded out and left the hole.

I would think that to be limestone...I have found a few pieces like that along the DuPage.
