I figured that much but what law? Is there a you-can't-solve-a-puzzle-that-leads-to-a-prize law?

Sorry, Not real shure what the law might state, However probably something about Interstate Lotteries, Which covers all Contests. originating outside your state? :(

I saw that and wasn't sure what it meant. That's so frustrating. I live in MD. Anybody got a cheap parcel of land to buy outside this state when I solve the clues?

Unfortunately, the laws in some states are not sufficiently clear in respect
of skill contests like A Treasure's Trove to permit residents to claim tokens.
Because we could not be completely certain of the interpretation of state
law as it applies to the contest, we had to void participation in those states.

Anyone may buy the book, look for clues and find tokens.

Residents of other states where the hunt is not void may claim the jewels
if they have a token.

Treasure Trove, Inc. is not aware of any arrangements between individuals."


So, read between the lines...hunt all you want, find the tokens, and have your
friend in California claim the prize for you (with a small helpers fee, I'm sure.).
