its odd that the pock marks seem be the same shape
never seen anything like it
Makes no sense
and the issue of the date being spread out?
reproduction? cast?
if so - why

I don't believe the date is spread out. That's the way the dates on Kennedy halves are struck. I also don't think it's a reproduction.

I have to agree it looks like post-mint damage. Someone had a hammer and a tool of some sort with an oddly-shaped tip on it.
