try looking for national map viewer. They have historical maps... they are not of cities but the 30X30, 7.5x7.5 that sort of thing. You can download them all and they are spatialy referenced so you can add to your own GIS system.

If you google national map viewer you can find it, but to make things easy here it is

http://viewer.nationalmap.gov/viewer/

To view historical maps you have to download them, they will not show on the web browser. The links are sent to your e-mail.
