What year(s) would you put it at? After 1899? Is it rare, very low number on it? I can't find any like it on net. Approx value?

It is a nice find,but the overcleaning would have decreased the value to a collector greatly.
The original found/patina is most desirable if it can be preserved by light cleaning,it is easy to overdo it.
